Given the number of changes in 4.0, I think a beta is in order. Timeline wise, I'll comment on just the issue I'm involved with. Since the remaining phase of the TeX renaming deals with internal functions, there will be no need for CHANGELOG entries or version number changes when incorporating them. As a result, I would be okay with starting the release cycle for 4.0 before finishing those changes.
