If I'm understanding correctly, #383-TeX renaming phase 3 can be done after
4.0 since there should not be any backwards incompatibily (at least from
the user perspective).

#59 could simply be a minor release, nothing *should* change for the user
except for better output.

#396 is a bug, and I don't see any harm in fixing it after branching off
`release-4-0` - it would not be adding a new feature.

#393 - I don't know.

Pending info on #393, I don't have any objections for branching off
`release-4-0` soon.
