There are currently no outstanding PRs and it's been a bit over a week
since the first beta, so it appears to be a good time to go on to the
second.
Does anyone have any objections to releasing beta2?
Also, of the outstanding issues which don't have a milestone attached,
are there any to which the 4.1 milestone should be added?
