IIRC, it's so that a user can quickly tell which version the doc file applies to. As Br. Elijah pointed out, the version number is on the title page, but as I recall we put it in the file name so that the user could tell without opening the file.

One downside to renaming: it means changing the help code in the C part,
and we cannot really do that in TL...

Well, if we symlinked it then the help code would remain correct.

I suppose the pertinent question is: Do we want to facilitate the maintaining of several versions of the documentation in a single place?

Also, we could just do this for the CTAN upload. A couple of lines in build-ctan.sh would effect it for them will leaving everything else alone.
