This didn't work perfectly, but when I changed the length to a negative value it got better. The more negative the value, the better the results. At -20pt I had what I wanted. Clearly you just need a "small" enough dimension (i.e. a "large" negative value) so that the check for whether or not a hyphen is needed always returns true.
