Yes. This is the correct location for tex items not part of the
baseline MacTex.
I recently updated to the latest MacTex and the latest Gregorio via
svn. When I did so, I ran into issues. I hade to do a make clean. Then started
with autoconf and marched my way through the entire compile and installation
process for Gregorio. It is working fine now under 10.9.3 with the latest Xcode
and TexLive2013.
Whether this will fixe your problem or not, I cannot say, but it's
worth a try.
