Odd. I just checked on my Windows 7 machine and I did find it listed.
Did you check the other filters in "Display Configuration" to make sure they were as broad as possible? In particular the first filter should be "All".
Without being able to see your screen it's hard to tell why you're not finding the xstring package. Can you provide a screenshot of the window when you're looking for and not finding xstring?
