I'm in the middle of something and so can't give any more than an
initial reaction at the moment, but it looks like you haven't loaded a
repository, so the only packages which would be listed are those which
are installed locally (and we know xstring isn't there because that's
the problem we're trying to fix).
I thought that the default repository was loaded automatically when you
opened TeX Live Manager, but you can force the loading with the "Load
default" button at the top.
Once the repository is loaded, you should be able to find the package.
