Did you run the Gregorio installer with administrator privileges?
The initexmf log is indicating that it was invoked with the `--admin` option (which is what the post-install script does) but didn't have administrator privileges at the time.
If you didn't run it with administrator privileges then you need to rerun the installer with said privileges.
