groff_mdoc(7): Drop unnecessary use of `\%`.
mdoc(7)'s bespoke internal macro processor seems to make the use of `\%`
unnecessary (as I think it tries to do for `\c` as well).
The `Pa` macro "knows" (or should know) that its first argument is
literal.
