"Source code" is unfortunately used in two conflicting senses:
1. the directory into which a software distribution unpacks
2. the directory in which dwells as-yet untranslated input in a
programming language, and which is destined for a ahead-of-time
compilation.
In the latter sense, "source code" is distinguished from documentation,
test scripts, and build infrastructure like Makefiles.
That file comes from gnulib. You might propose improvements to
bug-gnulib at gnu dot org.
