It's clearly worth checking a few more implementations, but:
- The notification PDU makes allowances for optional data.
- If you get unexpected optional data, what are you going to do?  Send a 
notification? :-)
- If you crash, you have a much greater problem.

Making this work a -bis is one way to proceed if the discussed behavior makes 
sense.  That said, it's perfectly fine to update a single sub-type in a 
standalone document that updates 4486.
