Mainly because I am not aware of a generic, currently in-use recommendations and the problem space might be somewhat undefined. While I do know that staggered restoration was sometimes applied back in the day (when the majority of backbone routers was cisco 7100-style devices), and usually arranged manually through phonecalls, I'm not so sure whether this still is in vogue.
