Small prepends can influence traffic engineering. Large prepends won't
make any more difference. Gigantic prepends cause operators to roll
their eyes, if they bother to look for this sort of thing - which they
rarely do.
If people want to shoot themselves in the foot, then they should be
given plenty of leeway to do so. There's no reason to draw a line at
the ietf for this sort of thing.
