Dear Robert, The objective of the draft at hand (draft-ietf-grow-ixp-ext-comms) is to seek consensus on whether Extended Communities (RFC 4360) have a relevant role at IXP Route Servers or not. Reducing the number of classes of BGP communities to contemplate in IXP RS operations is likely to simplify operations of said RS.
I consider new on-the-wire encoding mechanisms or initiatives to attempt to unify signaling in context of IXP RS policy a different matter and out of scope for the initiative at hand. Development of new BGP encoding mechanisms belongs to IDR, and new initiatives to establish commonality for interfacing with IXP RS using existing mechanisms would probably deserve their own "Informational" or "Experimental" track proposals, but not "Best Current Practise".
