Unless you reinstalled from the OS package, it wouldn't. The problem  
is not the Safari application (which has nothing to do with Mail  
directly) but the WebKit framework that both Safari and Mail use. That  
framework changed in the Safari 4 release, and one of the changes is  
the one that broke GrowlMail and a few other programs.
