GHA launches when an application registers, but does not launch on a  
notification.

The main reason to explicitly launch GHA on log-in (preferably as  
early as possible) is that, otherwise, two apps may check for GHA at  
the same time, find at the same time that no GHA is running, and each  
launch a copy of GHA. At best, this is inefficient (one GHA will see  
the other and immediately quit), and log-in time with multiple  
applications launching is busy enough anyway.
