InputManager behavior can be replicated in any app which supports Applescript, via Scripting Additons: http://kevin.sb.org/2009/09/02/1password-extension-loading-in-snow-leopard/
Someone with time and interest might be able to adapt GrowlSafari to act in this way in 10.6.
