That's why we disabled installing for all users: There's no point in putting the mailbundle in /Library if we can only enable Mail bundles for the installing user. They fixed that in Snow Leopard, but even when we drop Leopard, I'm dubious about turning that back on. If you go over the list archives, you'll see that most of the problems people have with GrowlMail and with upgrading it come from having versions of GrowlMail in both places.
