Interesting idea. Would the fixed Speech display relieve this need, or would 
you still want a no-op display?

It's not, actually. The default settings come from the voice; different voices 
have different (but still almost all pretty slow) default settings.

We have already fixed this for 1.2.1, although you will need to be running Snow 
Leopard, as apparently Leopard was broken in the 
use-the-user's-preferred-speech-settings department.
