I will wait for beta 4 to come out first then. As for the "empty" theme, or no-op theme, yes it would be a great option to have as it would avoid all the "system has new window" announcements from voice over, speed up the system, and make it a clean experience whereas only sound cues are initiated. I say this because using voice over leads us to focus on what the voice tells us and having more than one coming from the same speakers just confuses the whole experience. Having short sound cues, as those default to mac os or custom ones provides us a background channel for knowing what is going on behind, without having system announcements. This is my opinion, but i am sure a lot of other blind users would agree, as i have seen in the macvisionaries mail group.
