There are two languages in the Installer package. One is English (US); the
other is Portuguese.
I do find it odd that Installer would rather use Portuguese than another
variant of English. I suggest reporting that to Apple:

I'll change the pmdocs to use en instead of en_US, which should work around the
problem and show English to all English users.

We've found that allowing users to install to a destination of their choice
causes problems later on when they forget that they installed it somewhere
unusual previously. The usual manifestation of this is a bug report saying “I
updated to X but it still shows as Y.”.
