You are correct that the third party icons using the public API can't be 
rearranged by the user without quitting them all and opening them in the order 
you want them to show up.

The ones to the right are using the private API to appear there, and are mostly 
just the official Apple ones. You can cmd-click (not ctl) them to rearrange the 
order, or drag them off the menubar to see them vanish in a puff of smoke.
