No, none of these things.

The only communication Growl has with a central server is to request version 
information for the automatic update notification system, if it is enabled 
(which it is by default; this can be changed via the System Preferences pane).  
This sends a simple HTTP request, containing no personal, impersonal, or 
semipersonal data, and retrieves a small file with the current version number.
