Sounds too much like a pop-up ad to me.
There's no good solution except for applications to simply not do that.
Anything we did on Growl's end would either bother those who chose to install
Growl (“why is it asking me whether I want to keep something I just
installed?”) or not work/be defeatable by the rogue application.
We appreciate the suggestion, though.
