This may be because you have 1.2 installed in the Library folder in your Home
folder (that's where Dropbox puts it). Installer may be detecting it and asking
if you want to upgrade that in place.

You should install it to your startup disk, not your Home folder, and remove
the one from your Home folder if the installer package doesn't do that for you.
The place to remove it from is:
Your Home folder
Library
PreferencePanes
Growl.prefPane ←Delete this

Yeah, sometimes Installer can't make up its mind whether it wants to ask you
something, especially in regard to destinations.

This isn't relevant. LCC caused problems with Growl, not the Growl Installer
package. Plus, it doesn't have that problem anymore.
