Why are you forced to remove it (what let you to that conclusion)? 
How is it broken if you don’t?

Perhaps you have GrowlMail in both your user ~/Library as well as your root 
/Library? and the uuids are not up-to-date in one of them? It should only be in 
one (user is standard).
