Growl notified me that there was a newer version available. I downloaded the latest DMG from Growl's site, mounted it, and clicked on the package. I was prompted for the administrator login credentials (normal for installing anything for all users), and then I got the message shown in the subject line.
I am able to install/re-install other preference panes without a problem. I just tested by installing the secrets preference pane as a test. Additionally, if I navigate to /Library/PreferencePanes, and click on any of the currently installed panes (including the currently installed Growl.prefPane), everything works as expected. The file extension prefPane is associated with System Preferences. I can't figure out why the preferences file included in the .pkg from Growl would have issues.
