It doesn't. Your system does. There is nothing wrong with the prefpane installed; the message means that the system could not find the application to open it. This means one of two things: - You (or something) deleted or mangled the System Preferences application. - Your Launch Services database is corrupted. The Launch Services database is where the system stores the associations between applications and their document types. System Preferences considers prefpanes its “documents” for LS purposes, which is how you're able to double-click a prefpane and have it open in System Preferences. Assuming the first possibility is not the case, that means you need to rebuild the Launch Services database.
