The design philosophy around Growl is centered around control for the end user. Allowing for an application to be able to configure notifications can change that story. I have as of yet not been able to figure out how we could grant the ability through the cocoa api to change application specific settings, while also maintaining a "you, the end user, control the experience" mentality here.
One of the previous Adium developers and I went round and round about this on irc quite a bit, but nothing came of it. I'm open to thinking about how to make this work, but I don't think we should compromise on what has been one of our few very strict policies over the last 7 years.
