I think it's fair to explain a bit more here. The design philosophy around Growl is centered around control for the end user.

As a user of Growl, I completely agree with this philosophy. If I don't want to see a notification, or do but want/don't want it to be sticky, that should be up to me, no matter how much an application developer thinks otherwise. Even allowing an application to determine if a notification is enabled or not would be too much, as it would allow an application to refuse to function if a notification wasn't enabled.
