We actually tested Growl pretty heavily. The problem is that we have a very limited amount of time before the app store apps all get sandboxed going forward. We had to work towards this, and 1.3 is the first step. If we didn't take this step then *every* app you download from the app store that is sandboxed would not work with Growl.
So yes, there is a small window of transition here. Luckily it's a pretty easy change for both the end user and the developer and we're more than happy to help people through the transition process.
