One of the contributors, Tzikis, made it and didn't want to pay the 99 dollars for a separate app store account. I don't know what features could be added to it as-is but it's neat if you care about notifications for your capslock turning on (which is all this does).
It's definitely not a priority like Growl 1.3.1, HardwareGrowler or GrowlTunes are, but it'll be a cool app for those who need it. Plus we can experiment with things in it if we need to for app store stuff.
