It displays notifications sent to it by other apps you use. If you mean Prowl, that enables you to forward notifications from Growl on your Mac to Prowl on your iPhone, iPod touch, or iPad. Nope. It was, in fact, approved. Pretty much as long as you're not spamming or being abusive, your message will go through.
