I've got Opera 11.51 (latest, unless there's been a very recent update), and it 
appears to come with 1.2.1 of the Growl framework.  And it registers ok with 
Growl 1.2.(whatever was fixed for Lion), anyway.  (I don't have 1.3 installed 
yet…waiting for a few things to settle out first.)
