I wouldn't think you should need to allow it more than once, that seems like
it'd be an awkward firewall to me.

I wonder if the file is set to read only on the file system, but every time
you modify it it's working during runtime. Maybe a permissions check with
the repair permissions in disk utility would be worth a gander.
