Windows -> Mac with GNTP is a known issue, and will not be fixed in 1.3.1, http://code.google.com/p/growl/issues/detail?id=299. Growl.app 1.3 does not support encryption, but doesn't take no password for incoming notes in the preferences to mean that the password header stuff can be skipped entirely for a notification from a remote host. Growl for Windows when supplied a password to forward, uses encryption, and when not, does not use the password headers at all. This is a flaw in our GNTP implementation, and will hopefully be fixed in 1.4, along with a host of other GNTP shortcomings.
