Unfortunately Spotify seems to have implemented Growl support in a way that will not work in 1.3.x. You could try loading 1.2.2, letting Spotify register, and then running 1.3.x. I haven't tested this though.
We're recommending that people contact Spotify about this issue, but we're also looking into other ways around it.
