Mail doesn't support Growl natively, no. GrowlMail is a addon for Mail to add 
Growl support. It used to be distributed with Growl itself, but is now 
developed separately.
You can get GrowlMail from here:
http://code.google.com/p/growlmail
Install that and you should be good to go :)
