Current user is the one who is installing it, and in the future, thats
all we will likely be able to load plugins from.  Growl will be
sandboxed in a nearish future version, and we will likely be limited
to loading plugins from our container in the current user's library.
Unless there is some specific need that all users have it, I would
advise against that path.
