Thanks. Is then installing a display plug-in by double-clicking then the recommended way to install it? Is it still possible to install by using package maker instead if need be?

If your plugin is just a plugin, just drop it in a dmg or zip with instructions to double click the plugin, and Growl will handle copying it to the appropriate place from there, and adding it to the list. Also, if this is a Cocoa plugin instead of a webkit style, you should be sure to test against 1.3.x, as we removed some API's.
