For what it's worth… if you turn OFF the built-in preference to launch
Growl, you can make your own "launch at login" using launchd:

This will keep Growl running and (should) restart it if it crashes.

If you want to quit Growl, you can do so in the usual manner. Growl will
not re-launch after a manual exit until you launch it, or until you login
again.
