I found it at: 
~/Library/Containers/com.Growl.GrowlHelperApp/Data/Library/Preferences

I deleted the whole com.Growl.GrowlHelperApp directory. I also deleted the 
equivalent in the ~/Library/Caches directory, the Growl app and I 
re-downloaded it from the App Store.

The switches still don't stick, though the Growl app launched when I 
restarted my computer with the first run dialog. So *maybe* the switch is 
working but the UI isn't displaying the switch state properly? 

It's difficult for me to tell, as I haven't been getting any notifications 
via Growl or Notification Center since I started troubleshooting this, and 
I certainly haven't seen any notifications from apps that use Growl.
