I'm having the same issue. I just upgraded to Mountain Lion and since Growl 1.2 was no longer working, I uninstalled it (i think) and installed Growl 2.0. No such luck though as the sounds are still not working. I get the pop-up message but without sound. The app I use this for is Echofon lite. It appears in the Growl applications, and I think I've configured it correctly (although this new app is very difficult to understand)...
