On the one hand, I like it when things work. And that's a working
submission. On the other hand, this doesn't help us understand why
it's failing when you submit through the container. I assume that
when you submit this job you're still getting an error code 21?

Oh - you need to have "-c submit" in the command you're running. It
takes three arguments, the manager (-m), the file (-f), and the
command (-c).
