That's because choate.mcs.anl.gov has a firewall and you can't talk to
it. You need to replace choate/cognito with your machine names
wherever they appear.
As a troubleshooting , it asks to do (to run the server) :
telnet localhost 2811
but i do not have telnet
What OS are you on?
so actually, am i supposed to start the server ?? If yes then how ??

That's the whole point of the quickstart - if you follow the
instructions, you will have started a GridFTP server by that point.
That's what the whole "2.4. Set up GridFTP" section is about.
