I have installed the patch version of globus_gsi_callback as mentioned by 
Joseph Bester and the problem is solved. Thanks a lot to all of you.

Can you try installing a patched version of globus_gsi_callback from 
http://www.mcs.anl.gov/~bester/patches/globus_gsi_callback-1.5.tar.gz

This attempts to fix a bug in the policy file parsing code.
