There were a number of bugs related to signing policy files fixed recently:
http://www.globus.org/toolkit/advisories.html?version=4.0 Apparently the problems weren't reported until GT 4.0.7, but maybe the issue exists in GT 4.0.5 as well? Not sure how to resolve your problem in GT 4.0.5. If you were running GT 4.0.7, I'd suggest installing the advisory packages listed above.
