Apologies All, found it, it is in package 'globus-gass-copy-progs' at:
https://launchpad.net/ubuntu/precise/+package/globus-gass-copy-progs
So for gridFTP-Lite the instructions page "could" say for Ubuntu 16.04:
% apt-get install globus-gridftp-server-progs
% globus-gridftp-server-enable-sshftp
% apt-get install globus-gass-copy-progs
... then edit /etc/grid-security/sshftp as desired ...
Then they are in:
/usr/sbin/globus-gridftp-server
/usr/bin/globus-url-copy
OK, this is fairly smooth, but for wider appeal to novices who just
want to use gridFTP-Lite, it might be more intuitive if the pair
(gridFTP-Lite + globus-url-copy) were in a standalone package
and the instructions page kept up-to-date,
