  The actual discusion about i18n in the gdf seems to go to the good direction.

Clearly it show that we need more powerfull UTF8 functions.
At the beggining I have replaced the actual by some iconv tricks but it lakes so much 
things.

Finally I found the ICU library (One project of IBM Alphaworks) which is very good.
We can have it by sources or binary.

I have two questions :
- What do you think about its functionnalities ?
- What do you think about the license ? 
    http://oss.software.ibm.com/cvs/icu/~checkout~/icu/license.html
    They claim that it's a X open source license, compatible with the GNU GPL license.
